What is ballot harvesting and how exactly does it threaten democracy? Ballot harvesting can happen when ballots are mailed to every voter in a state regardless of whether they requested an absentee or vote-by-mail ballot. In many states it’s legal for third-party organizations to collect those ballots and turn them in. And this practice unfortunately can be easily abused.
