What is a “Civilian National Security Force?”

Senator Barack Obama has proposed to create a Civilian National Security Force. Would it be a civilian corps protecting the nation, or is it more along the lines of Mao’s Red Guards?

Gateway Pundit is very suspicious of the proposal.
