Rahm Emanuel Unveils Forced National Service Plan

Rep. Rahm Emanuel (D-Illinois), President-elect Barack Obama’s pick to be White House chief of staff, apparently told a reporter (see embedded video below) that the incoming Obama administration proposes to compel Americans to perform three months of “Universal Civil Defense Training.”

What does that mean?
