They discussed the Center for Climate Strategies (CCS), a supposedly objective nonpolitical group which persuades governors to appoint “study commissions” on global warming, then steers the policy process, rigging commission proceedings to produce a predetermined, Big Government result. Horner, author of The Politically Incorrect Guide to Global Warming and Environmentalism (Regnery, 2007), is a senior fellow at the Competitive Enterprise Institute. Chesser is an investigative reporter who uncovered CCS's modus operandi.
